Police in Vietnam’s northern Cao Bang province arrested a government official
Monday for having sex with an underage girl after the arrest of a gang running a
juvenile prostitution racket led them to him.
Hoang Ngoc Ha, 54, of the province’s Education And Training Department, was taken in after the police found evidence he had sex several times with a 14-year-old high school girl, H.

Each time he had paid her VND100,000-300,000, a police officer who wished to remain unnamed, told Thanh Nien.

The legal age of consent in Vietnam is 18.

The police had earlier arrested the gang, which, from robbery had moved into prostitution.

Luong Thi Duyen, 20, and four other women, all 16-19 year old, used to hang around near schools in Cao Bang town to steal from students.

But at the end of 2005 they changed their vocation, enticing and forcing young girls to sell their ‘virginity’ for VND6-7 million (around US$400).

The girls were then forced into sex work with most of the money they earned being taken by the gang.
